It provided communications (signal) support to Fliegerhorstkommandantur E 64/XI, which departed France for Bulgaria in Mar 41. Then it served in Russia: Pskov (Sep 41), Mozhaisk (15 Jan 42), Smolensk-North (20 Feb 42), transferred to the Kursk area (31 May 42), Kupyansk/SE of Kharkov (Jul 42), Tatsinskaya (Sep 42), Tatsinskaya and Oblivskaya (24 Dec 42), Nikolayev (20 Feb 43), Kharkov (18 Jun 43), Bol-Rudka and Shitnikovka (9 Aug 43), withdrew through northern Ukraine (Sep 43 - Feb 44), suffered extremely heavy losses at Tarnopol, Kamenets-Podolski and Levinti (Mar - Apr 44). It was wiped out in summer 1944 and disbanded on or about 1 Sep 44 (FpN deleted 14 Sep 44).

Fl.H.Kdtr E 64/XI and its Ln.-Stelle 64/XI were directly subordinated to Gen.Kdo. VIII. Fliegerkorps from 1940 to at least 1943.
